Lettings update · Checked 27 October 2026 · England
A new registration service is the next practical step in England’s rental reforms. The government’s September announcement sets a regional rollout beginning on 15 December 2026 in the West Midlands, with other areas following over 12 months.
What has been announced?
When an area is called forward, affected landlords will have three months to register. The announced deadline for all landlords actively letting property is 14 November 2027. Initial requirements concern occupied rentals and properties becoming occupied during rollout. Registration before advertising an empty property, and registration numbers on adverts, are described as later measures requiring further legislation.
What should you do now?
Check the rollout for the location of each property rather than assuming a single national start date. Bring your ownership, tenancy and compliance records together, and agree with your managing agent who will monitor the next instructions.
The announcement also describes a future transfer of initial rent-challenge decisions to HMRC’s Valuation Office. Until that reform is implemented, the existing First-tier Tribunal route remains relevant.
For help organising the practical management of your rental property, speak to your local & Co agent. This update concerns England; other UK nations have different arrangements.
